How City Services Will Operate During a Canada Post Work Stoppage

With the possibility of a Canada Post work stoppage, the City of Winnipeg is taking proactive steps to ensure residents and businesses can continue to access essential City services without disruption.

If you rely on Canada Post for notices or billing, please take a moment to review the changes below and contact 311 for additional guidance.


Key Services and How to Access Them During a Mail Disruption

Animal Services
Licences can be renewed online or in person at 1057 Logan Ave. during business hours.
If you’ve already mailed a cheque or need a replacement tag, call 311 for next steps or to arrange a pickup.

Assessment & Taxation
Tax deadlines remain the same:

  • Business taxes due May 30, 2025
  • Property taxes due June 30, 2025

Payment options include online banking, TIPP, in-person at 510 Main St. or 170 Goulet St., or by courier. Visit winnipeg.ca/assessment for full payment details.

Winnipeg Public Library
Use the My Account feature online or switch your notices to email or phone at any library branch.

Business Licences
Renew or apply online or in person at 395 Main St., Monday to Friday, 8:30 a.m. to 4:30 p.m. For short-term rental licences, visit the business licensing page on the City’s website.

Vendors/Suppliers to the City
If you are not set up for direct deposit, cheques can be picked up in person at 510 Main St. during business hours. Identification and details like cheque number and vendor ID are required.

Employment Applications
Apply for City jobs online.
If applying for a Bus Operator role and you don’t have computer access, drop off applications at 421 Osborne St.
Already applied by mail? Call 311 to confirm your application was received.

Planning, Property & Development
Use courier or in-person drop-offs for forms or payments. Call 311 to arrange alternate methods.

Cemeteries
Call 204-986-4348 to coordinate services and documents during the mail disruption.

Public Works
Contact the permitting clerk listed on your form. If you don’t have one, reach out via 311 for direction.

Water & Waste – Utility Bills
Register for MyUtility at myutility.winnipeg.ca to view and pay bills online.
Other payment methods include banking apps, financial institutions, in-person payments, or third-party service Plastiq.
Avoid late fees by signing up for preauthorized payments.

Brady Road & Other Water/Waste Accounts
Brady-related bills must be paid in person at 1120 Waverley St. or Brady Road Landfill.
For all other accounts, use the contact on your invoice to make alternate delivery arrangements.

Fire Paramedic Service Payments
Pay in person, online, or by phone at 204-986-3001.

Parking Tickets
Payments can be made online, by phone (311), or in person at 495 Portage Ave., 510 Main St., or 170 Goulet St.
Drop-box payment is also available. Services for ticket disputes remain available.

Police Service Correspondence
Drop off mail at the security desk at Police HQ, 245 Smith St., Monday to Friday, 7 a.m. to 4 p.m.


Transit Services

peggo Cards
No online orders will be processed. Cards can be purchased or replaced in person at Transit Customer Service Centres, select 7-Eleven or Shoppers Drug Mart locations.

WINNpass Applications
Apply online or in person at Customer Service Centres. Ensure documents are attached if applying online.

Transit Plus
Expect delays in processing new applications, assessments, and appeals. For inquiries, call 204-986-5722 or use the online contact form.
