Winnipeg is not just growing, it’s growing with intention.

A new City report confirms what many of us are seeing across our communities: more homes, more density.  This is the kind of growth that builds a more connected, sustainable city.

In 2025, the City issued permits for 6,291 new homes, significantly above the five-year average of 5,343. That’s not just growth that is real momentum.

Even more important is where that growth is happening.

  • 62% of new housing is in infill areas (well above the 50% target)
  • Downtown development is surging, with 1,040 new units ,nearly three times the annual target
  • Transit-oriented development is at a record high, with over 4,300 homes built near transit routes

This reflects a shift toward smarter city-building, focusing on established neighbourhoods, better use of infrastructure, and creating more housing choices for residents.  This isn’t just about numbers, it’s about how people live.  When we build closer to transit, services, and jobs:  Residents have more affordable transportation options and we reduce pressure on urban sprawl, while strengthen existing neighbourhoods.  This makes better use of taxpayer-funded infrastructure.  It also means more people living in our communities, supporting local businesses, activating our streets, and contributing to safer, more vibrant neighbourhoods.

The report highlights an important trend that only 20% of new homes are single-detached homes and the majority are multi-family units like apartments and condos, This reflects changing needs, from young professionals to seniors and the growing demand for housing that is more accessible, affordable, and connected.

We are expecting more 19,500 housing units are currently in development stages across Winnipeg and Over2,300 unitsare planned for downtown alone.  While major projects like Railside, Market Lands, and Portage Place will continue shaping our downtown.  At the same time, the City is identifying gaps, especially around industrial land development and the need to ensure we are ready for job growth and economic expansion.

This report is encouraging, but it also reinforces something important and that is we need to stay focused on balanced growth.  Protecting established neighbourhoods while welcoming new development and ensuing infrastructure keeps up with growth, while keeping affordability and assessable in mind.
