Winnipeg Homeowners to Receive Proposed 2027 Property Assessments

The City of Winnipeg is preparing to send out proposed 2027 property assessments, giving homeowners an early look at how their property may be valued for tax purposes in the coming years.

Starting now, the municipal government is mailing proposed assessed values to approximately 216,500 residential property owners across the city. These assessments are part of Winnipeg’s regular biennial (every two years) property assessment cycle, which helps ensure property values reflect changing market conditions.

What the Proposed Assessment Means

The proposed 2027 assessment is based on market conditions as of April 1, 2025. While homeowners may notice changes in their assessed value, it’s important to understand that any resulting tax changes will not take effect until 2027.

An increase in assessed value does not automatically mean your property taxes will rise by the same amount. Municipal property taxes are calculated using a formula that includes:

  • The assessed value of your home
  • The portion of that value that is taxable
  • The city’s mill rate (divided by 1,000)

If your property’s value increases at a rate similar to the citywide average, your share of the overall tax burden may remain relatively stable.  Homeowners whose properties rise in line with the average Winnipeg home typically see little change in their share of municipal taxes.

Citywide Averages Still to Come

The City of Winnipeg expects to release information on average assessed value increases in early 2027, which will provide additional context for homeowners comparing their assessments to broader market trends.  This is an opportunity to review you assessment and if you have questions are concerns with your assessment you can contact the city taxation department.

Following the review period, final property assessments will be mailed on June 4.

Important to know: a higher assessment does NOT automatically mean higher taxes. Taxes depend on future tax rates and how your home compares to the city average.

Final assessments go online May 11, 2026, and official notices are mailed June 4.
