Property Tax 2025

The 2025 Property taxes are payable on, or before, Monday, June 30, 2025.

The TIPP program is available to allow property owners to make regular monthly payments on their property taxes. This means they would not have to pay their entire tax bill at one time. The City encourages them to review the benefits of enrolling in the TIPP program.

The following is provided as additional information to assist you and your staff in addressing any calls you may receive concerning this matter.

2025 General Assessment

The 2025 General Assessment updated the assessed value of all properties in the City and resulted in values increasing on average by approximately 9.5% over 2024 levels.

The assessed value of individual properties may have increased at a rate above, below or equal to the overall 9.5% average increase.

5.95% Property Tax Increase

The City’s 2025 Operating Budget included a municipal property tax increase of 5.95% and is made up of the following:

  • 2.00% property tax increase dedicated to the renewal of local and regional streets, lanes, sidewalks and bridges as well as road safety improvement program, pedestrian and cycling programs and tree replacement and preservation on road renewal projects;
  • 1.50% property tax increase dedicated to the tax-supported operating budget, which includes 0.33% previously dedicated to Transit Infrastructure Reserve (that will now fund Transit operations); and
  • 2.45% increase dedicated to a number of City initiatives

This 5.95% municipal property tax increase means that the overall municipal tax revenue collected by the City will increase from 2024 to 2025.  However, properties may experience a municipalproperty tax increase higher or lower than the announced property tax rate change (increase of 5.95%) depending on how their new assessed value compares with the City’s average change in assessment value (9.5% increase).

The chart below further explains the impact of assessed value on your municipal property taxes. Any change in assessed value explained on the left will affect municipal property taxes as shown on the right:

It is important to remember that municipal taxes represent approximately 47% of the total property taxes collected by the City.  Education related taxes, over which the City has no control, represents 53% of the total property taxes collected.

Municipal Mill Rate

The 2025 Municipal Mill Rate of 12.920 has been set to offset the impact of the General Assessment as well as to provide for the 5.95% municipal property tax increase.

Street Renewal Frontage Levy

This existing levy is used for upgrading, repair, replacement and maintenance of the City’s street and sidewalk infrastructure.  For 2025, the combined uniform rate remains the same at $6.95 per frontage foot. 

Currently, the frontage measurement is based on the extent to which a property fronts on a street that contains a sewer and/or water main.  The table below shows the 2025 frontage levy rates:

School Taxes

The Eight (8) School Divisions within the City of Winnipeg limits have increase their 2025 budget requirements to be raised through property taxes between 10.4% and 18.4%.  The school division mill rates vary by division and the mill rates offset the impact of the General Assessment as well as to provide for the increase in each division’s budget requirements.

Changes in the Province of Manitoba School Tax Rebate and Tax Credits for 2025

  • The Province of Manitoba eliminated the Manitoba School Tax Rebate on all properties, with the exception of farm properties. Farm properties will continue to receive a rebate equal to 50% of the gross school taxes;
  • In addition to the elimination of the Manitoba School Tax Credit the Province of Manitoba also eliminated the Education Property Tax Rebate (EPTC) Advance.  This was a credit to a maximum of $350 for owner occupied homes and condo; and
  • The Province of Manitoba created the Manitoba Homeowners Affordability Tax Credit (HATC). 

Manitoba Homeowners Affordability Tax Credit

The Homeowners Affordability Tax Credit (HATC), commencing in 2025, is a Provincial Tax Credit for homeowners provided to offset school taxes for homeowners – payable in Manitoba.  The Homeowners Affordability Tax Credit Advance is where the HATC is applied directly to the municipal property tax statement for homeowners and eligible property owners may receive a credit up to a maximum of $1,500.

Eligibility criteria:

  1. The taxpayer must own the property and be their principal residence;
  2. The property must be assessed as a single residential dwelling;
  3. The homeowner cannot be receiving the credit on another home elsewhere in the Province

Additional school tax and credit information

In order to assist with possible questions you may receive, I have attached a PDF titled “2025 Samples by School Division”. 

In these samples, I have increased the assessed value of the house by the average city-wide assessment increase of 9.5%.  The sample shows the change in the gross school taxes, the impact due to the change in the Province of Manitoba tax credits/rebates and the change in net school taxes.   

The examples are:

  1. Sample house that is eligible for the Homeowners Affordability Tax Credit; and
  2. Sample house that is not eligible for the Homeowners Affordability Tax Credit

Tax Instalment Payment Plan (TIPP)

Monthly payments for their 2025 Property Taxes will commence on July 1st with the final monthly payment occurring on December 1st.

Penalties

The due date for the annual property taxes is June 30, 2025.

2025 Property taxes that remain unpaid after the payment deadline date are subject to penalties at a rate of 2.5% for all months except the month of September when the rate will be 7.5% for the current year property taxes. Penalties are applied against outstanding taxes on the first of each month.

For property taxes owing from prior years are subject to monthly penalties of 2.5%, applied on the 1st of each month for all months from January to December, on any outstanding arrears balances.
