Building a Safer, Greener Strathcona Street: Summer Greenway Proposal

Motion: Strathcona Street – Summer Greenway Designation and Active Transportation Enhancements

Moved by Councillor Cindy Gilroy, Daniel McIntyre Ward

Strathcona Street has long been a vital north-south connector in our community, linking families to schools, community centres, and neighbourhood destinations. With new amenities, such as the splash pad at Clifton Community Centre (Clifton Valour), activity along Strathcona Street is only expected to grow, making safety and livability even more important.

Unlike other parts of Winnipeg, our neighbourhood does not have extensive trails. We rely on our streets for active transportation – whether it’s walking, cycling, or just getting around in a safe and accessible way. This is why creating a seasonal greenway on Strathcona Street is such an exciting and much-needed step forward.

Why a Greenway on Strathcona?

  • Calmer, safer streets: Residents have noticed an increase in non-local traffic along Strathcona. By designating the street as a greenway and reducing vehicle speeds, we can ensure it remains a welcoming and safe route for the people who live here.
  • Encouraging active transportation: Greenways make it easier for families, children, and cyclists to use the street comfortably. With lower speeds and traffic calming measures, it creates a calmer place to walk, cycle, or push a stroller.
  • Better connections: Strathcona can serve as a crucial link between the Wolseley Greenway (via Raglan Road) and other neighbourhood routes like Ruby Street and the St. Matthews bikeway. This connection would open up safer access for children riding to Clifton Valour Community Centre at the end of the street.
  • Community benefits: Traffic calming features like speed humps, curb extensions, and pedestrian signage will improve safety for everyone—while keeping local access for residents.

What’s Being Proposed

Starting in spring 2026, Strathcona Street would become a seasonal summer greenway with:

  • “Local Traffic Only” signage and a 30 km/h speed limit from Portage Avenue to Wellington Avenue.
  • New traffic calming measures, such as speed humps and curb extensions.
  • A review of crossings at Portage and Raglan Road to strengthen connectivity with the Wolseley Greenway.

A Step Toward a More Livable Neighbourhood

This proposal is more than just a traffic change, it’s about creating a safer, more vibrant street that reflects the way residents actually use it. Strathcona is not just a road; it’s a community corridor. A summer greenway will give families, children, and neighbours a calmer, safer, and more enjoyable place to walk, cycle, and connect with each other.
