By Councillor Cindy Gilroy
The Winnipeg Police Board has officially launched its community consultation process to help shape the Winnipeg Police Service’s 2026–2030 Strategic Plan.
This is a key moment for our city — a chance for all voices to be heard about how we move forward when it comes to public safety and policing in Winnipeg.
A Complex Conversation
I know that for some members of our community, the police play an important role in helping them feel safe and supported.
For others, policing can feel disconnected from their lived experience or has been a source of concern.
Both perspectives are valid, and both deserve space at the table in this conversation.
Your Voice Matters
That’s why I’m encouraging all residents — whether you live, work, or spend time in our neighbourhoods — to get involved in this process.
The Police Board is asking for honest feedback on:
- What’s working
- Where improvements are needed
- How policing can be done differently to better reflect our community’s needs and values
Ways to Participate
Here’s how you can share your thoughts:
📋 Online Survey & Submission Form
Whether you have a few quick ideas or a lot to say, the Board is collecting public input online.
🧑🏽🤝🧑🏾 Community Round-Tables
Local organizations, community groups, and leaders from across Winnipeg’s diverse communities are being invited to take part in focused conversations.
🗣 Public Forums
City-wide forums will be open to all residents. These are spaces to listen, learn, and share your experiences and ideas.
Looking Ahead: Transformational Change
The goal is not just another plan on paper — it’s transformational change:
- Shifts in culture
- Updates in policy
- Building trust and accountability
- Creating a public safety model that works for everyone
But that kind of meaningful change can only happen if we all participate.

Let’s Make Our Voices Heard
As your City Councillor, I support efforts that center community voices, especially when it comes to something as impactful as policing.
This is our opportunity to shape what public safety in Winnipeg looks like — not just for today, but for the next five years and beyond.
Let’s make sure our neighbourhood is part of the conversation.
