Whether walking, biking, or riding with family, school zones should be designed with one thing in mind: <strong>protecting kids and the communities that support them<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why I\u2019ve introduced a motion at Council to <strong>review how traffic safety is being handled near school zones especially in areas with high volumes of speeding tickets<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What\u2019s the issue?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve heard the concerns: some school zones are seeing <strong>a disproportionate number of speeding violations<\/strong>, particularly in areas where <strong>third-party enforcement contracts<\/strong> are in place. The concern isn\u2019t just that tickets are being issued it\u2019s that some of these locations seem to produce repeat violations <strong>week after week<\/strong>, <strong>month after month<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that raises an important question:<br>Are these just \u201cbad drivers\u201d? Or is there something wrong with the <strong>design of the roadway itself<\/strong>?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there\u2019s a pattern, then the issue may not be a lack of enforcement but a lack of <strong>safe design<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What the motion calls for<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This motion directs the City of Winnipeg to take a <strong>data-driven look<\/strong> at these high-ticket school zones. We\u2019re asking city staff to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Identify hotspots<\/strong> where tickets are disproportionately issued, particularly under contract enforcement.<\/li>\n\n\n\n<li><strong>Analyze each area\u2019s infrastructure<\/strong> Are there clear signs? Flashing school zone beacons? Marked crosswalks? Adequate lighting?<\/li>\n\n\n\n<li><strong>Recommend physical changes<\/strong> like speed bumps, curb extensions, or raised crosswalks where needed.<\/li>\n\n\n\n<li><strong>Prioritize improvements<\/strong> where safety infrastructure is lacking especially if ticket revenue has been consistently generated in those locations.<\/li>\n\n\n\n<li><strong>Ensure enforcement is paired with prevention<\/strong>, so that we aren\u2019t just catching drivers we\u2019re protecting people.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Why it matters<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">When enforcement is <strong>the only<\/strong> tool we use, we risk turning school zones into speed traps instead of safe zones. <strong>Safety can\u2019t be measured by revenue it should be measured by prevention.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This motion is about <strong>balance and accountability<\/strong>. If we\u2019re ticketing people in the same areas over and over again, we need to ask: <strong>Are we fixing the root of the problem?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My goal is simple: make sure every school zone in Winnipeg is truly safe for children, families, and staff not just policed, but <strong>purposefully designed to slow drivers down and keep people safe<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you to the community members who continue to raise this issue.
