Winter in Winnipeg is challenging enough and for residents with mobility and accessibility needs, snow and ice on boulevards can create serious barriers to daily life. That’s why the City of Winnipeg offers limited boulevard snow clearing services through the Accessibility Access to Private Property Program for eligible residents who have no other options.
This service is designed to help ensure safe, accessible passage between private property and public pick-up or drop-off locations during winter months.
What the Program Provides
Through this program, the City clears a 1.5-metre wide path on the boulevard between the curb and the sidewalk. This cleared pathway helps residents safely access transportation services, caregivers, and essential appointments.
Important to note:
- Snow clearing occurs after major snowfalls
- Service is provided only after regular city snow clearing operations are complete
Who Is Eligible?
To qualify, all eligibility criteria must be met.
Property Requirement
- The property must not have a front driveway
Resident Requirements
The resident must meet all three of the following:
- Be physically incapable of shoveling snow (must be certified by a medical professional)
- Not live with another able-bodied person
- Be financially unable to hire private snow clearing services

Step 3: Verification & Interview
City staff will contact you to:
- Verify eligibility
- Schedule an in-person interview
Program Duration & Renewals
Approved applications are issued for one-year or three-year terms
- Short-term medical conditions: one-year approval
- Long-term or permanent conditions: three-year approval
Renewal Reminder
To continue receiving service:
- Call 204-986-5018 before October 1 of your term ending
- If a renewal request is not received, service will be discontinued
